Move Issue Resolution Flag

Ability to move issue resolution flag after placed in iTwin design review.

We currently have the ability to update the form details in the issues page itself, but the flag cannot be moved closer to the component after the issue has been created

    Add the possibility to lock the anchor point of the issue, juste to help prevent the anchor point to be relocate by mistake. Or make sure we have to explicitly tell the system we wanted to move the anchor point.

    Great idea. The flag itself should work like a call-out flag or comment bubble similar to those in other review software packages (Adobe Acrobat, Bluebeam, etc.) in that it can be moved around and the connection point of the flag can be positioned accordingly. This solves two issues...1) blocking the model and you are zoomed out (icon stays the same size and hides elements) and 2) when multiple items have been selected for an issue, the current point just goes to the 'middle' of the selected items instead of touching something.
