More granular control over the visibility of forms and form categories

There are 2 issues here: 1) When you are in the Issues Resolution dashboard every form category is visible even if no approved forms are present. We would like to be able to minimize what the end user has to choose from to avoid confusion. 2) Currently, you have to set a form to "Draft" or "Archive" to remove it from visibility to users. It would be helpful to be able to set which forms are visible on which pages. Design Review and PDF (already provided) are a good start, but we need more flexibility.
