Add markup function for Design Validation workflow

After Design Validation system found clashes but there is no ability to add markups for founded clashes.

This function was in Navigator V8i and CE

    Hi Andrey,

    This workflow should now be available by creating an issue related to the clash and creating a markup for that issue.

    Let us know if there are additional needs.
