Ability to Publish an iTwin using Color Overrides

We need the iTwin to show the actual color with the overrides at time of publishing. Even having overrides (yes/no) per model or overrides per file. We do not need to control the overrides once we have the iTwin but we do need the iTwin colors to match the DGN file with level overrides on.
