Add OData-like filtering and sorting of form

Add OData-like filtering and sorting of form instances in GET Project form data

The GET Project form data endpoint of the iTwin API (https://developer.bentley.com/apis/forms/operations/get-project-form-data/) shall include OData-like querystrings to retrieve the form instances more accurately.

These filters shall include the basic metadata (such as creation date, author, update date...) and the form instance properties.
